Are these items tax deductible?

Utility expenses related to the home, home insurance premiums, premiums for a policy personal umbrella insurance, California DMV fees in order for Tim.

For DMV fees, only the vehicle license fee (VLF), part is deductible on Schedule A, as personal property taxes (see first link FTB). None of the other would be deductible unless you use your home for business, in which case some of them may be deductible (estimated on the basis of what percentage of the total square footage of your house is reserved for commercial use).
