Why is my policies increase after the California Insurance comm.said would happen statewide?

I have 4 policies with one insurance companies that agreed to lower rates across the state of both cars and the current owners policies.after I receive my statements realized my premiums went up at the same rate that has been increasing annually for years.

Starting with June renewals.
