I have health .. buying a car?

My mother and I have Medicare Health. My brother (28) wanted to buy a car but have bad credit, so my mom cosigned for my brother's car. He is making all payments. If you're using their branding on the basis of their income, which is not allowed to do that for Health, that makes too much money if you can buy 2 cars for their children. If you are using credit only for their "good" can be allowed. This is not to produce more income for her, which would cancel their benefits.
