Where can I get non-owners insurance in New Jersey?

I do not own a car, but I rent once a week, and prefer not to have a liability insurance each time. Looking Liability insurance, credit card companies only provide the collision.

When I was an agent in New Jersey could not write any of the companies represented. Perhaps the risk attached?
