Can cops pull you if you look younger and without license?

Everyone I knew driving / driving without license has become captured. My cousin was pulled over the first time because he had a left tail light that I can understand. But my other cousin stopped and he was driving well that just looks young and he was caught and led by himself! Then, once my 14 year old friend was driving and the car was full of teenagers and we threw more, but thats probably because its illegal in California to drive with anyone under a certain age, when you are under 18 (even if you have a license). Then my other cousin was arrested and led to perfection! He is 17 but looks a little younger. The law only was breaking driving without a license and secure, but you can not tell by looking! In any case, my question is Can the police pull you if you look younger and no driver's license, but are perfecty and there is nothing wrong with the car (ie, stolen, no license plates, etc.)?

Yes, and I have a reasonable suspicion of his call. The U.S. Supreme Court allowed reasonable suspicion that the police use to check the individual briefly to possibly commit a crime actually committed a crime or has committed one. If a person looks to young to drive that is reasonable suspicion to stop the car. For all complain and liberals out there, if he was hit by an unlicensed driver, how respond? Let me guess its the fault of the police not to suppress.
