insurance audit program

Should I file for the last six years but have only a minimal amount of unearned income?
I am unemployed and dependent support. For my mom for the past several years all I've gained is a minimal amount of unearned income (below the minimum amount of file) in a savings account and a certificate of deposit. I heard from someone you must present to the past six years because the IRS can argue that criminally responsible if not file and should have. I know you do not owe any money, but I have to file again for at least the last six years? I am also concerned because I am applying for State Health Insurance (for low income and poor) and insurance program wants my social security number and will use my Social Security number check my last tax form. Please find a form of taxes will I have problems with the IRS or may be audited? Also, if I did it again the file, I have to pay a filing fee at the end of each year (I think it's a $ 100.00 per year) although not owe any taxes. Also, is there any reason for retrospective beyond six years if not owe anything?
The pass rate how much they feel they should and for how many days late you are. Best to present so do not get in trouble, but the chances are that you should consult a tax attorney to represent you for fines and costs. Chances are that there got money back. Now there late.
