How different categories of employers are compared with respect to salaries paid from the same situation?

For example, how pays a technical writer working in a shop front to get one that works in a shop, a university, an insurance company, a small business, etc. What about a web designer? What kind of employer to pay more for this position? The least? Thanks! Develop, understand that jobs pay differently depending on where you live, but in general the same kinds of employers will still pay more than another type of employer, only on a scale a job for a respected university.

Wages are not only based on job descriptions, but demographic locations. Someone in Tennessee will not do more as someone with the same job in Washington DC, for example.
