Service Charge retention of a housing association?

During the past 11 years, I lived in a rented flat HA (insured). Part of my rent includes a service charge, which (among other things) intended to cover the cleaning of common areas. But most of the time I have to clean the areas of myself, either because they have cleaning the HA (which seem to change regularly!) or because they say they can not gain access (not true). When I complained I was told that could only guarantee that my area would be cleaned if given a key to the property! Apart from the fact that insurance would invalidate my house, what is wrong with ringing the bell? As has been charging for a service not provided, it is my right to withhold the service charge? And is there any way to get a refund by the service charge?
