Under ObamaCare, private practitioners will have to make sure patients who use the option to 'public'?

As Medicare, the "public" health care system review undoubtedly will reimburse the clinics at a much slower rate than Private clinics charging administered plans. I understand that private practice physicians and specialists currently are not required to take Medicare patients. Under ObamaCare, physicians may lawfully refuse patients if the primary reason is the patient's health insurance? Thank you!
