The number of drivers escape penalty points driving has continued growing at 2 percent annually, but has now reached an unacceptable level of agreement with Road Safety Authority.

Over a quarter of all penalty points awarded to drivers finishing with the driver to get rid of a penalty largely thanks to cars that are registered outside the State or because foreign drivers have driver's licenses.
