What if a small car accident but the person is "excluded" from the insurance policy?

I was recently in an accident small car, which was making a left at the stop and I hit another vehicle. The fact is that the day of the accident was raining pretty hard and the visibility was minimal. Before I turned, looked both ways and made sure there was no light (of vehicles) passing through. Unfortunately for me the other car did not have the lights on and hit me in the back door on the side of drivers. Only my front bumper was damaged. Both decided to file an insurance claim, and not make a police report from the collision was so small. I called insurance and they said they would have someone come take a look at the damage to my car. Soon I received a call from my own insurance on the details of the accident but the other day I received a letter in the mail saying that their insurance would not cover the loss me as the person in the accident was "excluded". What should I do?

Well, that means they have no insurance. It may not matter much, if the crow flies. This accident could have because of their status. Finally. Let your insurance handle your damages. If you do not have collision coverage, and create who are to blame, may sue the owner and driver of the vehicle, both of them in the court of claims for damages.
