Can you bypass the Congress and implement the reform and the reform of civil liability insurance, not the feds?
The idea is that the commissioners state insurance to join states to open their health plans to competition and state legislatures to adopt the statute to limit awards in cases of bad medical practice and punitive damage awards. If the red states did, the blue states have to follow suit.
