Looking for a site that shows the law on the use of a VIN # to a junkyard for car insurance discount?

Someone talked a program called Polk that checks the VIN # 's of all types of vehicles. I'm trying to find out if someone were to go to a junkyard and get a VIN # on a car, which they get caught? Would the car is back in the trash? Someone knows about the state of Connecticut? It would be a multi-car discount without to buy another car.
